Prior to any gathering, a plan for reopening or expanding must be submitted to the local health departments and approved for all indoor and outdoor locations/venues that hold 500 or more individuals. At least 10% of their staffed general and staffed intensive care beds are reserved for COVID-19 patients;

General and elected procedures are still allowed; however, COVID-19 patients cannot be transferred to make room for said general and elected procedures.
