CDBG Program Overview

The Community Development Block Grant (CDBG) Program provides entitled cities and counties with annual funding and resources that can be used to address the particular needs of their community. The program was established by the Federal Housing and Community Development Act of 1974 (42 USC 5301) and is administered nationally by the U.S. Department of Housing and Urban Development (HUD).

As the nation’s eighth largest federal grant program, the CDBG program impacts a community’s housing stock, business environment, neighborhoods and public facilities. The objectives of the CDBG program are to develop a viable urban community by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low- and moderate income.

City of Bellevue CDBG Program

Bellevue has been accepted into the CDBG entitlement program beginning in the 2011 fiscal year. As an entitlement community, Bellevue can develop their own CDBG program and funding priorities.

The community needs and priorities are outlined in the Consolidated Plan, which is currently being developed. An Annual Action Plan then outlines each year’s projects selected to meet those priorities.

The City provides a portion of its CDBG funds annually on a competitive basis to eligible outside agencies for specific eligible activities that meet CDBG requirements and that will further the City’s goals and objectives.
