POSITION TITLE:             Accountant

REPORTS TO:                  Finance Director 

SUPERVISES:                   Finance Department Accounting Staff 

POSITION PURPOSE:      Under direction of Finance Director, supervises the City’s financial accounting and budget operations. These operations involve highly sensitive and confidential matters and information. Serves in absence of Finance Director. 

ESSENTIAL FUNCTIONS: 

Maintains the confidentiality of all departmental communications, documents and transactions. 

Exercises independent judgement in the performance of job duties. 

Supervises the accounting program in compliance with generally accepted accounting principles as defined by the Governmental Accounting Standards Board and the American Institute of Certified Public Accountants, to include proper accounting for all municipal funds and account groups. 

Prepares an annual cash flow projection of receipts and expenditures. 

Supervises the examination and auditing of all municipal receipts, expenditures and general ledger accounts, including budget development and management. 

Prepares financial reports in areas to include budget development and management. 

Prepares reports relevant to financial status of all funds, departments, divisions and agencies to include all special studies and reports. 

Assists the Finance Director with preparation of all phases of the annual municipal budget. 

Assists the Finance Director with preparing the annual departmental budget. 

Assists in the development of departmental plans, goals, policies and procedures 

Prepares audit papers for annual audit; monitors debt administration. 

Assists the Finance Director in coordinating the annual audit with outside auditors. 

Assists in the preparation of the City’s Annual Financial Report.  

Performs computer input and retrieval functions utilizing a variety of hardware and software programs, particularly fund accounting software. 

Performs job duties efficiently while managing frequent interruptions. 

Attends various training courses, seminars and conferences to maintain knowledge of current trends and developments in job-related skills and techniques. 

MARGINAL FUNCTIONS: 

Performs related duties as directed or as the situation dictates. 

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY: 

Knowledge of and the ability to interpret and apply established departmental policies and procedures, and local, state and federal regulations that affect public finance and accounting.  

Knowledge of and ability to apply Governmental Accounting Standards (GAS) and Generally Accepted Accounting Principles (GAAP).  

Knowledge of and ability to ensure the availability of sufficient funds to accommodate disbursements and other expenditures. 

Knowledge of and ability to perform departmental duties at all skill levels. 

Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation. 

Ability to plan, assign, direct, supervise and evaluate the work of subordinates in the Finance Department. 

Ability to ensure departmental compliance with City and departmental policies, applicable local ordinances and codes, state statutes, and federal laws and regulations that govern the activities of the department. 

Ability to maintain the confidentiality of departmental communications, documents, and transactions. 

Ability to plan and organize a personal work schedule, set priorities and meet deadlines. 

Ability to perform job duties efficiently while managing frequent interruptions. 

Ability to deal with the general public in a courteous and tactful manner 

Ability to exercise independent judgement in the performance of job duties. 

Ability to understand and follow both verbal and written instructions. 

Ability to perform computer input and retrieval functions utilizing a variety of hardware and software programs, particularly fund accounting software. 

 

ESSENTIAL EDUCATION, CERTIFICATIONS AND/OR LICENSES: 

Graduation from an accredited college or university with a Bachelor’s degree in accounting or finance, with a minimum of three years experience in public sector (municipalities preferred) accounting, auditing and budgeting; or any equivalent combination of education and experience.

An incumbent must have the ability to frequently lift and/or carry equipment, supplies other materials weighting up to 10 pounds, and to occasionally lift and/or carry up to 25 pounds. An incumbent must also possess the hand-eye coordination and manual dexterity necessary to use hands and arms to reach, finger, handle, grasp and feel, and operate computers and any other equipment that is used to perform the essential functions of the job. 

Work hours may occasionally be required in time of darkness. Noise level is usually moderate. Vision abilities, correctable to normal ranges, include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. 

Work requires interaction with the general public and may be stressful when dealing with irate citizens and/or time constraints.
