Provisional Temporary Appt./15 WEEKS $13.00 PER HR.
POSITION TITLE: CDBG Specialist
REPORTS TO: Planning Director
SUPERVISES: ----
PURPOSE OF POSITION: Under general supervision, coordinates and researches the requirements for the Community Development Block Grant programming needed for the transition of the City of Bellevue into an Entitlement Community in preparation of the 2010 census announcement.
ESSENTIAL FUNCTIONS:
Work with staff and other entities to create the appropriate processes and procedures that the City of Bellevue will use to govern its allocation of HUD dollars.
Researches and keeps informed of community, social and economic resources available to low and moderate income families.
Researches requirements for preparation of a consolidated plan for the usage of HUD funds.
Coordinates work with planning department during the formulation of processes and procedures.
Operates standard office equipment in the performance of job duties.
This position has a high degree of access to confidential information. Incumbents of this position shall adhere to the City Personnel policy regarding confidentiality.
MARGINAL FUNCTIONS:
Perform other duties as directed or as the situation dictates.
ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Knowledge of City organization, operations, policies and procedures.
Knowledge of HUD and CDBG standards, protocols and procedures a plus.
Knowledge of grant funded project management and documentation requirements.
Knowledge of federal reporting requirements as they relate to grant funds.
Knowledge of and the ability to utilize computers and software applications in the performance of job duties.
Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation.
Ability to effectively convey policies and procedures.
Ability to review, update and maintain files, reports and all documentation required for grant programming.
Ability to research and analyze detailed information in order to reach solutions to include City, State and Federal statutes, rules ordinances, codes and other governing regulations.
Ability to utilize independent judgement in the performance of duties.
Ability to accurately perform mathematical calculations in the performance of job duties.
Ability to plan and organize a personal work schedule, set priorities and meet deadlines.
Ability to operate standard office equipment.
Ability to communicate effectively in English, both verbally and in writing.
Ability to understand and follow both oral and written instructions.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
Must possess a valid drivers license at the time of hire and maintain throughout the course of employment.

Work is generally performed indoors in an office setting and requires routine walking, standing, kneeling, bending, crouching, reaching, stooping and climbing. The incumbent will be required to lift and carry 25 pounds of office and other departmental supplies, books, files and other materials. The incumbent is required to frequently sit for extended periods of time, talk, hear and must have hand - eye coordination necessary to operate computers and various other pieces of equipment. While performing the duties, the incumbent is required to use hand to finger, handle, feel or operate objects or control and to reach with hand and arms. Work hours may
occasionally be required in times of darkness. Vision abilities required include close vision and the ability to adjust focus. The noise level is usually moderate. The incumbent must also have the ability to transport themselves throughout the City in the course of their work.
Work duties require interaction with the general public and may be stressful when dealing with irate citizens and meeting deadlines.
