REQUEST FOR PROFESSIONAL ENGINEERING SERVICES

I. INTRODUCTION
The City of Bellevue Public Works Department is requesting proposals for professional engineering services to develop construction plans for the completion of the sidewalks and curb ramps in a residential neighborhood, and to develop plans and specifications for improvements in Thompson Park. The project will be financed in part with Community Development Block Grant funds. Please note that the City’s Public Works department intends to assume responsibility for project management and construction inspection duties.
The consulting firm to be selected by the City will be procured to provide these services for up to three phases of the City’s CDBG Comprehensive Revitalization program. The project activities described herein will be a component of Phase I of the project, and similar construction activities will be completed in future phases of the program. If the city is not satisfied with the services provided, it reserves the right to re-open the procurement process following any phase of the Comprehensive Revitalization program.
II. SCOPE OF SERVICES
1. Preliminary Field Survey – create a topographic base map of the area to be used for design.
2. Preliminary Design – submit preliminary plans and cost estimate for review.
3. Utility Coordination – submit plans to utility companies to determine any conflicts and to coordinate any conflict resolutions.
4. Cost Estimates – each plan review must be submitted with an itemized cost estimate.
5. Meetings and Reports – conduct review meetings and distribute meeting minutes. Facilitate bid opening and pre-construction meeting.
6. ROW Design – determine if additional ROW or easements are required and develop ROW plans.
7. Final Design – submit final plans and cost estimates.
8. Prepare bid documents and specs.
9. Duplicate plans and specs for bidding.
III. PROPOSAL REQUIREMENTS
1. A letter of interest briefly outlining the Consultant’s understanding of the
work, not to exceed two pages.
2. General information about the firm, the firm’s areas of expertise, and the firm’s official name and address.
3. Include the name of the anticipated project manager, his or her qualifications and experience and the names, qualifications and experience of other key personnel who would be associated with the project.
4. Experience of the Consultant in performing similar work. Include at least three references of past clients with which the firm has had similar projects and which have been completed within the past five years.
5. Name and location of sub-consulting firms that will be used, and the type and appropriate percentage of the work that would be performed by each of these firms.
6. Discuss the firm’s ability to integrate this contract into their present workload.
7. Outline of the proposed project schedule.
8. Describe the Firm’s approach to completing the project.
9. Provide proof of professional liability insurance in the amount of $1,000,000.
IV. SELECTION FACTORS
Each Consultant submittal will be evaluated based on the Consultants Qualifications, Performance Data and Understanding of the Project. The three highest-ranking Firms will receive an invitation to interview.
Price is not a selection factor and is not to be included in the Consultants proposal or mentioned during the interviews. A contract fee will be negotiated after a Consultant is selected.
