REQUEST FOR PROPOSALS
CITY OF BELLEVUE, NEBRASKA
Part 1. General Information
The City of Bellevue, Nebraska is seeking two certified appraisers to complete and review an appraisal for the purchase of two separate easements totaling approximately 3000 square feet as part of a street and storm drainage project. The City has received Community Development Block Grant (CDBG) funds to assist in completing the project.
This RFP has two parts: 1) Appraisal of the property and 2) review of the appraisal. You may submit proposals for one or both parts but will not be selected to complete both parts. Be sure to note if your proposal is for the appraisal or review appraisal. Proposals are to be submitted to Jeff Roberts, City of Bellevue, 210 West Mission Ave., Bellevue, NE 68005 by 3:00 PM on March 16, 2010.
Part 2. Appraisal Standards
The City of Bellevue wishes to engage an appraisal firm that will provide the following services:
- Conduct “as-is” market value appraisals of properties.
- Prepare appraisal reports in accordance with Uniform Standards of Professional Appraisal Practice (USPAP) standards.
- Submit three (3) bound, signed original appraisal reports for each property within 10 days of assignment.
Selection Criteria
· Firm must have experience conducting appraisals in the target area within the past three (3) years.
· Experience working with City of Bellevue and/or providing appraisals for federally-financed projects preferred.
Responses to this RFP should include the following:
- Names of staff who will be assigned to the project and their relevant qualifications and experience.
- Proof of liability insurance, including amount and details regarding any liability limitations.
- Firm, per-property fee structure.
- Narrative addressing selection criteria above.
The project is funded, in part or whole, through a HUD Neighborhood Stabilization Program grant through the Community Development Finance Authority under the provisions, and subject to the requirements, of Title I of the Housing and Community Development Act of 1974, as amended.
Part 3. Criteria for Selection
The City of Bellevue will review all proposals received and select a firm based on the following criteria:
- Qualifications and experience of project appraiser
- Time required by firm to complete and prepare appraisal
- Cost for services
- Other considerations, as warranted
The City of Bellevue will not be responsible for costs incurred by any appraiser in the preparation of their proposals. The City of Bellevue reserves the right to reject any and all proposals. The Bellevue Public Works Department will select a firm based on the above criteria to enter into negotiations for services. All firms submitting proposals will be notified in writing of the Department’s decision promptly upon selection of a firm and negotiation of fees for services.
